Working with the Community Narcotics Enforcement Team and the Electronics Surveillance Unit, troopers arrested nine women and seven men, according to a police report.

Brown, 20, of Troy; Sarah Z. Henderson, 29, of Waterford; Ethel L. Moore, 29, of Albany. Those charged with patronizing a prostitute were: Jeffrey M. Hewitt, 37, of Watervliet; Warren L. Lashway, 47, of Nassau; Shawn C. Palson, 55, of Round Top; Jonas J. Penrose, 39, of Queensbury, and Richard S. Wible, 47, of Vineland, New Jersey.
