As to the Costa Rican people they are very friendly. However, a lot of Ticos see foreigners as rich people and are not adverse to separating them from their money as fast as possible in a friendly way so you have to keep your eyes open. Previous comments about reporting working foreigners I think were focused on the 'working girl' scene.
