I've been doing lots of searches myself, as I plan to head this way in Oct. Haven't checked on it, and i have heard of the scams that drop you at the border with no onward passage, so this could be one of those.
Is this what you have perhaps looked into? The site does detail the painfully annoying connections of public and hopefully private transport and basically says cross your fingers to make it if you don't book this bus.
Well, best of luck to the both of us! This is an update to the Lonely Planet Shoestring: For the bus from Vinh-Phonsavan the number printed is no longer accurate, now the service is run by his brother. He'll point out the hotel, and you walk. Don't be alarmed if he leaves, he's just getting his motorbike, he'll meet you there, and make sure you get on okay which is great, as the bus just slowed down, it never "stopped" we had to jump on, SE Asia Style. The bus ride is less than pleasant 12 hours but typical of travel within Laos, so get used to it.
Ours stopped for lunch, but bring snacks and water! Get your Visa in advance, if you act stupid enough you won't have to bribe the Vietnamese officials, but you could also dispose of any leftover dong, just tuck it in your passport, and you might avoid the half hearted search of your bag. I was just wondering if you think I'd run into any trouble obtaining my visa on the border using the Vinh-Phonsavan bus, as it says on the website of Lao National Tourism Board that visa on arrival is available at the Vietnam Nam Kanh - Xieng Khouang Province Nong Haet border crossing, though I see that you recommend obtaining it in advance.
